Herald son of Norman of Efra, renamed Genivus II when he took the crown, is the 4th in the line of Efra to take to the throne. It was the second king of Efra, Crowley the lesser, who decreed The Gaima were to be the state’s official religion-keepers.
Genivus II is well-liked in general by the population, as he is a stronger and wiser king than the two who came before him. Still, he is bound by the constraints of politics and as much as he would like to be rid of The Gaima and their restrictive policies, he must accept their considerable power within the city. For one, although authoritarian and oppressive, they have a large following. More than 75% of the temples in the city are Gaiman, due to the fact that Gaiman temples are not taxed by the state. Secondly, Verdan, unlike most towns and especially cities, is not situated on a river or the coast. It relies heavily on being a center of religion to draw in trade. Throughout most of its life, Verdan has also refrained from restricting free thought, which led to more ideas concerning the floating islands, which led to more religious ideas and eventually to arts and sciences. This has helped Verdan become a cultural and technological leader, until The Gaima came into power and sought to diminish any scientific advance. Genivus II has seen how Verdan has lost a lot of its standing in the world because of these restrictions, and although subtly he seeks to reverse what The Gaima have done.
